A charred corpse is found and Gunvard Larsson may have links to the murder. The victim was part of a militant eco-activist group responsible for carrying out atacks around the world. Gunvald sets out on his own to find the murderer. Martin Beck is ordered to arrest Gunvald and his loyalty to his colleague is put to the test.

Ett bränt kvinnolik hittas och SÄPO misstänker att Gunvald Larsson har kopplingar till mordet. Den brända kvinnan var internationellt efterspanad och ingår i en grupp miljöaktivister som utför attacker runt om i världen. Gunvald ger sig ut på egen hand för att finna kvinnans mördare samtidigt som han har SÄPO i hälarna. Martin Beck får order att anhålla Gunvald och hans lojalitet mot sin kollega ställs på prov. Samtidigt upptäcker Beck miljöaktivisternas planer att slå till här i Sverige. Tillsammans med SÄPO måste han försöka stoppa attacken innan katastrofen är ett faktum...
